The meeting was opened at 6:05 p.m.

Old Business

Classification 11/13/2012 – The legal ad for the newspaper has been submitted to the Selectmen.


Normal Business:                                                                

  • Minutes – The minutes for September 25, 2012 were reviewed.  The minutes for October 2, 2012 were reviewed and accepted.                                        
  • Public Participation Session     - A packet from engineering Land Services, LLC was received regarding 27 Moody Street.                                                 
  • Monthly Manager’s Meeting update  - Meeting to be held at 11:00 a.m. on October 17, 2012 at the Library.
  • ATB – 3 35th continued to Nov. 13, 2012  
  • Office work

        New Business:   
                 Tracy Blais, Town Administrator requested to speak with the board to keep them apprised of issues.  Diane Doyle, Treasurer/Collector joined the meeting as well.  She stated the following issues:
  • A problem with address changes.  The real estate and personal property addresses of the same location don’t always have the same mailing address.  One or the other is not being updated. One parcel’s address had not been sent correctly for three years. Tracy asked that the attention to detail be improved.  She wanted to understand the process and wanted to look at that process to make sure the steps were being followed.  Carrie explained the process she follows with the deeds being entered.  She also explained that a new process needed to be developed for entering into the new software. The board thought asking Ginny, our consultant would be helpful in development of procedure. Ginny also was to be asked how much research should be expected.
  • A betterment was marked as paid, when indeed it was owed, in error.  This would have lost the town thousands of dollars.  Diane informed Carrie that Lee from SoftRight would be asking for information from the assessor’s office to transfer the betterments in the near future.
  • Map R39 Lot 2 has been being sent to the wrong owner since 1985.  According to James E. Coppola, Jr., Esquire “A tax taking can still be made for the 2009, 2010 and 2011 taxes”.  Carrie was asked to do a reassessment.  When asked what priority this should take it was asked to be high.
  • A notice of uncollectable real estate taxes for six properties was submitted.  This was also asked to be made a priority.
